South Korea has launched the 2025 Sangsaeng Payback program—a government initiative designed to support small businesses, stimulate local consumption, and offer direct benefits to consumers. Here’s everything you need to know—from eligibility and application methods to refund calculations and voucher usage.



What Is Sangsaeng Payback?

The Sangsaeng Payback program offers 20% cashback on the portion of your monthly card spending that exceeds your 2024 average, applicable to purchases made between September and November 2025. Refunds are issued in the form of digital Onnuri gift certificates (“digital Onnuri vouchers”) usable in traditional markets, small businesses, and local retailers.







Who Is Eligible

  • Age: You must be at least 19 years old (born on or before December 31, 2006).

  • Card Usage: Must have a record of using a domestic credit or debit card in 2024.

  • Nationality: Open to South Korean citizens and foreign residents alike.




Application Period & Method

  • When: September 15, 2025, at 9:00 AM to November 30, 2025, at midnight.

  • Early Week Rule (First Week 5‑Day System): To prevent congestion, the first week follows a 5‑day rule based on your birth year’s last digit—e.g., 5 or 0 on Sept. 15, 6 or 1 on Sept. 16, etc.

  • From September 20 onward: Applications are open without restriction.

  • How to Apply:

    • Online: Visit the official website SangsaengPayback.kr—complete authentication, accept terms, and submit your application.

    • Offline Support: For those who need help, assistance is available at traditional market associations, small business support centers, as well as bank branches (KB, Woori Bank, NongHyup, etc.) during business hours.



Refund Details

  • Calculation: The difference between your 2025 monthly card spending and your 2024 average multiplied by 20%.

  • Cap: Up to ₩100,000 per month, with a maximum total of ₩300,000 over the three months.

  • Refund Schedule:

    • September spending → paid on October 15

    • October spending → paid on November 15

    • November spending → paid on December 15

  • Late Applicants: Even if you apply late (by Nov. 30), your earlier months’ benefits are retroactively applied.



Where You Can Use the Refund

  • The digital Onnuri vouchers can be used at over 130,000 affiliated stores nationwide—primarily traditional markets, local shops, and small businesses.

  • Excluded: Online malls, delivery apps, kiosks, department stores, large supermarkets, and utility payments are not eligible, due to difficulties in identifying vendor information.

  • Voucher Validity: Vouchers remain valid for five years from the date of issuance—no rush to spend.








Additional Incentive: Sangsaeng Consumption Lottery

Participants are automatically entered into the Sangsaeng Consumption Lottery:

  • You earn one lottery entry per ₩50,000 spent at eligible stores, with up to 10 entries.

  • In November, prizes include:

    • ₩20 million × 10 winners (1st prize)

    • ₩2 million × 50 winners (2nd prize)

    • More winners totaling 2,025 people, with ₩1 billion worth of vouchers distributed.
